How should I clean the surface before applying the tape?

Thoroughly clean both surfaces to remove oil, grease, dust, wax, silicone and other residues that could reduce adhesion. An isopropyl alcohol wipe can be used where compatible with the surface and the adhesive manufacturer's instructions. Check suitability first, especially on plastics and painted finishes.
